SECTION III: ANGARA STRATEGY AND GOALS
Goals:
  1. Increase the qualifications, numbers and expertise of SME’S run by women
  2. Promote image of women entrepreneurs and development of women’s entrepreneurship
  3. Building of civil society and building increasing public participation in solutions to social and economic problems, activities and advocacy rights of women in Irkutsk Oblast/Region
  4. New methods of communication for WBA’s with Governments and Businesses through Forums, Committees, Ombudsman, serving as Expert Witnesses, Training, Seminars
  5. Build awareness of problem of multinational trafficking, gender issues, health issues for women, including breast cancer, drugs, AIDS.

SECTION II: ANGARA ORGANIZATIONAL HISTORY AND STRUCTURE
Membership & Staffing:
There are 19 individual members but no dues paid; 27 partners in almost 400 municipalities (settlements in towns and villages) and variety of Unions of Rural women and resource centers. Many of the members are sectoral associations; the partnerships depend on issue (such as The Coalition Against Corruption; RF Association of Business Women; Best Director Contest, Gold Fund, etc.)
Angara Milestone:
Although the Baikal Regional Union of Women “Angara” was officially registered in May of 1995 as an NGO, it was formed in 1992 and functions in Irkutsk and Irkutsk Oblast as one of the regional NGO’s.
1995:
  1. Participation in UN Women’s Forum in Beijing.

SECTION I: OPERATING ENVIRONMENT
Irkutsk Oblast/Region
In Irkutsk there is a predominance of energy resources and wood. Oil, gas, pipelines, wood, aluminum, several large chemical plants (including the largest chemical plant in Russia), one large refinery in Angarsk and one being planned, all elements on the Mendelev Table and rare minerals dominate the Region. Irkutsk has the cheapest and most abundant electricity in Russia and possible worldwide -- l kilowatt=1 Cent US.  However that abundance of energy resources also carries severe environmental and monopoly/corruption problems.

BAIKAL REGIONAL UNION of WOMEN "ANGARA"

EXECUTIVE SUMMARY
Angara: The Baikal Regional Union of Women was formed 15 years ago in the City of Irkutsk, Irkutsk Oblast/Region in Eastern Siberia, bordered on the east by Lake Baikal. Lake Baikal is the world’s largest (23,000 cubic kilometers – about 1/5 of the world’s water resources), oldest (25-30 million years old) and deepest (1637 meters) fresh water lake in the world. The Lake is home to 3,500 species of fish, plants and animals, many of which are unique to Lake Baikal. The Union is named after the famous Angara River, the only river running out of Lake Baikal, although 300 tributaries and 5 large rivers run into the Lake. The Trans-Siberian Railroad goes through Irkutsk.

Angara was formed as an NGO, united the skills, expertise and strategies of 6 women:
1.Albina Shirobokova, Ph.d, President of Angara Board of Directors, Professor, Irkutsk State Technical University. Albina is a member and Vice President of the prestigious Russian Federation Association of Business Women and the Russian Federation Social Council.
2.Svetlana Uralova, Angara Executive Director, Professor, Irkutsk State Technical University and driving force in Angara of the initiatives regarding anti corruption, international trafficking of women and children and the gender initiatives of Angara. She is a member of the Irkutsk Oblast Council on Budget Transparency.
